Why consultation isn't required
Part II of the Environmental Bill of Rights Act, 1993 does not apply to a proposal to make a Minister's Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.

Minister's Zoning Order - Ontario Regulation 76/19
A Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land. Ontario Regulation 76/19 permits commercial uses and employment uses, including a large-format retail store and other accessory uses, buildings, and structures on the lands described below.
Ontario Regulation 76/19 applies to lands known municipally as 700 Applewood Crescent, being Blocks 4, 5, 6 and 7 of Registered Plan 65M-3606, and identified as Property Identification Numbers 03278-0353(LT), 03278-0354(LT), 03278-0342(LT), 03278-0343(LT), 03278-0344(LT), 03278-0345(LT), 03278-0346(LT), 03278-0319(LT) in the City of Vaughan.
Pursuant to the subsection 47(4) Planning Act, and except for the purposes of section 24, the Minister deemed Ontario Regulation 76/19 to be and to always have been a by-law passed by the council of the city of Vaughan.
