Why consultation isn't required
The proposed Main Street Recovery Act, 2020 is a package of legislative changes led by the Ministry of Economic Development, Job Creation and Trade (MEDJCT). However, MEDJCT does not have responsibility for any legislative amendments in the package that would have a significant effect on the environment.
Ministries responsible for legislation in this package are undertaking public consultation, as required under the Environmental Bill of Rights (EBR) for amendments that could, if implemented, have a significant effect on the environment.
As the proposed amendments within the bill are from three ministries, the ministries are responsible to evaluate their individual proposed legislative amendments against the requirements from the EBR. Where there is potential environmental impacts, the individual ministry has completed a proposal notice to which it has been posted on the environmental registry.

Bulletin details
General
The amendments contained in the proposed Main Street Recovery Act, 2020 will focus on:
- helping Ontario’s small businesses recovery from and move forward in a post-pandemic era by addressing, outdated, duplicated, unnecessary or unclear regulations
- cutting costly red tape to help businesses deal with declining revenues, invest in safety measures, and rebuild
- strengthening strategic supply chains to create more demand for Ontario products and ingenuity, creating a more resilient economy that can withstand global trade challenges
- modernizing regulations and digitizing how government works to increase flexibility and innovation, helping businesses adapt to the demands of the present and preparing them to seize the opportunities of the future
This package includes amendments to four Acts:
- City of Toronto Act, 2006
- Highway Traffic Act
- Municipal Act, 2001
- Ontario Food Terminal Act
Out of the four individual Acts, two Acts from one ministry have amendments that may result in a significant environmental impact. This ministry has posted a proposal notice on the Environmental Registry. This bulletin notice includes this proposal notice for informational purposes only.

Summary of amendment(s):
The government is proposing changes to the Municipal Act, 2001 and City of Toronto Act, 2006 to limit municipalities from regulating noise related to the delivery of goods to retail establishments, restaurants including cafes and bars, hotels and motels and goods distribution facilities, except as otherwise authorized by regulation.
Public participation on this proposal:
The government is consulting on this proposal for 45 days between October 7, 2020 and November 21, 2020.
