The Ministry of Government and Consumer Services (MGCS) updated its Statement of Environmental Values (SEV) in order to reflect the changes to the ministry structure, as well as to acknowledge the priority of addressing climate change.

MGCS updated its SEV to:
- Meet the requirement around the SEV in the Environmental Bill of Rights, 1993 (EBR)
- Reflect changes in the ministry structure
- Affirm the important role of Indigenous peoples’ participation in ministry decision-making
- Acknowledge the priority of addressing a changing climate
- Reflect the government’s A Made in Ontario Environment Plan
Effects of consultation
Public consultation on the proposal for this decision was provided for 45 Days, from February 9, 2021 – March 26, 2021. The ministry received two comments within the consultation period, one from an individual and one from an organization. The ministry did not make any additional changes to our updated SEV as a result of the comments.
Public Input
An individual suggested that there is no transparency provided to Ontarians about what the changes to the SEV are, as the only supporting documentation provided is the previous SEV and its explanation.
Ministry Response
The ministry thanks this individual for participating in the online consultation. The ministry outlined the proposed changes to our SEV in the “proposal details” section of the proposal on the Environmental Registry. Ontarians could also review the ministry’s previous SEV online to compare with the current proposal.
Public Input
An organization representing Ontario’s farming community and agri-food sector commented that agriculture is an integral part on the environment and has social, economic and scientific components that should be considered during decision-making.
Ministry Response
The ministry thanks this organization for participating in the online consultation. The proposed SEV reflects that the ministry “will take into account environmental considerations together with social, economic and scientific considerations. These considerations will be integrated with the purposes of the EBR when decisions that might significantly affect the environment need to be made.” The ministry acknowledges the importance of Ontario’s agricultural and agri-food sector. When making future decisions, the ministry will consider environmental impacts to these industries.

Proposal details
The Ministry of Government and Consumer Services (MGCS) is proposing a new Statement of Environmental Values (SEV) in order to reflect the changes to the ministry structure, as well as to acknowledge the priority of addressing climate change. The Environmental Bill of Rights, 1993 (EBR) is a piece of legislation that is an important tool in environmental protection. The EBR establishes mechanisms to ensure the public is informed, engaged and consulted on matters of environmental significance. It also provides for accountability in environmental decision-making in the government. As MGCS is a prescribed ministry under the EBR, the ministry is required to develop and publish a SEV based on the work in MGCS. The SEV is required to outline:
