Why consultation isn't required
Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposals to make a Minister's Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.

An Order made pursuant to clause 47(1)(b) of the Planning Act, designates any plan of subdivision, or part thereof, that has been registered for eight years of more, to be deemed not to be a registered plan of subdivision for the purposes of subdivision control in accordance with clause 50(4) of the Planning Act.
Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposals to make a Minister's Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.
The Order applies to Blocks 1, 2 and 5 of Plan 65M-2903, located northwest of the intersection of Deer Park Drive and Woodbine Avenue in the Town of Georgina. These lands are identified by their Property Identification Numbers: 03498-0005 (LT), 03498-0006 (LT), and 03498-0003 (LT). The Order was registered on title.
In tandem with the Order, the Minister has also made a Zoning Order (O. Reg. 251/22) to protect environmentally sensitive lands in this area, including provincially significant wetlands. Please see ERO Notice 019-5218 for more information.
