City of Toronto - Approval to amend a municipality’s official plan

A decision was made on August 15th, 2025 to approve in part, with 8 modifications, the City of Toronto Official Plan Amendment 570 adopted in accordance with section 26 of the Planning Act by By-law 889-2022. Notice of this decision was issued on August 15th, 2025 to the City of Toronto. 

The adopted Official Plan Amendment 570 was reviewed for consistency with provincial policies and regard for matters of provincial interest set out in the Planning Act. 

Official Plan Amendment 570 implements the policies of the Provincial Planning Statement, 2024 and meets the protected major transit station area requirements of the Planning Act. Official Plan Amendment 570, as approved, sets out new policies for transit station areas and delineates and plans for forty-nine (49) protected major transit station areas.  

A decision was withheld by the Minister on the following protected major transit station areas: East Harbour, Gerrard-Carlaw, Scarborough Centre, Yonge-Steeles, Guildwood, Long Branch, Scarborough GO, and Exhibition. 

8 modifications have been made by the Minister to ensure consistency with provincial policies. 

Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the City of Toronto Official Plan Amendment 570, as modified and approved by the Minister, came into effect on August 15th, 2025.
