Bulletin summary

The Minister of Red Tape Reduction introduced the proposed Less Red Tape, Stronger Ontario Act, 2023 to increase Ontario’s competitiveness and build a stronger supply chain, and make government easier to interact with by cutting red tape.

Bill 46 (Less Red Tape, Stronger Ontario Act, 2023) received Royal Assent on March 22, 2023

Why consultation isn't required

The proposed Less Red Tape, Stronger Ontario Act, 2022 is a package of legislative changes led by the Minister of Red Tape Reduction.

Proposed amendments within the bill are from six (6) ministries that are responsible for evaluating their individual legislative proposals and amendments against the public consultation requirements of the EBR. Where there is potential environmental impact, the responsible ministry has completed a proposal notice to which it has been posted on the environmental registry.

There are proposals in this Bill that do not have significant impact on the environment but may impact businesses. Opportunities to comment on these additional proposals are available on Ontario’s Regulatory Registry.

Bulletin details

The amendments contained in the proposed Less Red Tape, Stronger Ontario Act, 2022 will focus on increasing Ontario’s competitiveness and building a stronger supply chain, and making government easier to interact with by cutting red tape.

This package includes amendments to nine (9) Acts:

  1. Animal Health Act, 2009
  2. Courts of Justice Act, 1990
  3. Innkeepers Act, 1990
  4. Juries Act, 1990
  5. Oil, Gas and Salt Resources Act, 1990
  6. Ontario Energy Board Act, 1998
  7. Provincial Offences Act, 1990
  8. Ministry of Agriculture, Food and Rural Affairs Act, 1990
  9. Workplace Safety and Insurance Act, 1997

Out of the nine (9) individual Acts, two (2) Acts from two (2) ministries have determined amendments to their individual legislation may result in environmental impact and have posted proposal notices on the Environmental Registry. This bulletin notice contains an index of these proposal notices for informational purposes only.

In addition to amendments to existing Acts, the proposed Less Red Tape, Stronger Ontario Act, 2022 introduces one new Act: Ontario Society for the Prevention of Cruelty to Animals Corporation Act, 2022

Summary of Proposed Notices:

Ministry:    Ministry of Agriculture, Food and Rural Affairs

Act:                Animal Health Act

Title of notice: Proposed amendments to the Animal Health Act, 2009 to enhance animal health preparedness and to make additional updates to the legislation

Summary of amendment:

Amendments are proposed to the Animal Health Act, 2009 to expressly enable a temporary response order when necessary. The proposed amendments also include enhanced consistency in the use of inspection authorities; updates related to the Legislation Act, 2006; and greater flexibility on publication of certain orders.

Act:                Oil, Gas and Salt Resources Act, R.S.O. 1990, c. P.12

Title of notice: Proposed amendments to the Oil, Gas and Salt Resources Act, to remove the prohibition on carbon sequestration

Summary of amendment:

We are proposing to amend the Oil, Gas and Salt Resources Act to remove the prohibition on carbon sequestration (i.e., the permanent storage of carbon dioxide in deep underground geologic formations). If approved, these changes would represent a first step towards enabling geologic carbon storage in the province.
