The Ministry of Mines (MINES) has decided to renew mining lease 107377 for an additional term of 21 years, commencing at the expiry date of the previous lease. The lessee has met the conditions for renewal.

The terms and conditions of the renewed lease are substantially consistent with those posted in the ERO posting. Among other things, these terms and conditions confirm that the lease is subject to applicable environmental legislation. There are also terms and conditions that protect water quality, natural water flow, navigation of the waters, and fishing rights.

We do not anticipate any new environmental impacts associated with the renewal of this lease. The ongoing environmental effects of the Goderich Salt Mine are managed and mitigated through other regulatory processes and not through the terms and conditions of the lease.

The Ministry of Mines intends to renew an existing mining lease issued under the Mining Act that authorizes the production of rock salt beneath Lake Huron near Goderich, Ontario. The lease is integral to the overall mining operations of the Goderich Salt Mine which is expected to operate until 2094. The lease has met the conditions for renewal for a 21-year term.

While Ontario is obliged by the terms of the existing lease to grant the requested renewal, Ontario has discretion with respect to the terms and conditions that will apply to the renewed lease.

The ministry proposes to retain the existing terms and conditions in the lease that confirms the lease is subject to applicable environmental legislation, as well as terms and conditions related to water quality and protection of fishing rights. The ministry invites you to identify and communicate any concerns or comments in relation to the ministry’s consideration of appropriate terms and conditions for the renewed mining lease.

We do not anticipate any new environmental impacts associated with the renewal of this lease. The ongoing environmental effects of the Goderich salt mine are managed and mitigated through other regulatory processes and not through the terms and conditions of the lease.

The renewed lease is an instrument for the purposes of the Environmental Bill of Rights; this posting relates to the proposal to issue that instrument.

In addition, renewal of the lease is a Category B project under the Class Environmental Assessment for Ministry of Northern Development and Mines Activities under the Mining Act (Class EA); as required by the Class EA, so this posting is also an opportunity to provide input on a Category B project.

For both of these purposes, you are invited to comment on whether additional terms and conditions should be imposed on the renewed lease.
