Proposal details

Application has been made by Talbot Sand and Gravel Limited to amend the current site plan. The change would permit the final pond depth to deepen by 5metres (234masl to 229masl). The change would also permit below water extraction in the 15m setbacks along the east and south boundaries. These setbacks currently permit above water extraction. These changes would allow for the pond to connect with the adjacent proposed below water expansion application (application #626592). Application #626592 considered below water extraction within these setbacks as well as a deeper pond as it anticipated the two sites would connect to form a single pond. A decision has not yet been made on application #626592 This proposal and the expansion application are being considered by the ministry concurrently.

Public consultation opportunities

The adjacent expansion application by Talbot Sand and Gravel Limited (application #626592) considered below water extraction of the east and south setbacks within Licence No. 2134, as well as a deeper pond at Licence 2134 to align with the proposed expansion site. The following agencies were circulated and provided the opportunity to review and comment on that proposal: Ministry of Natural Resources, Municipality of Central Elgin, County of Elgin, Kettle Creek Conservation Authority, Ministry of the Environment, Conservation and Parks, Ministry of Agriculture, Food and Agribusiness and Hydro One Inc. The consultation requirements under the Aggregate Resources Act for an amendment to deepen a pond and extract below the water table within setbacks were satisfied by the consultation undertaken for application #626592.
