Proposal details

This proposal is for an amendment to the existing ECA (waste disposal sites) #A020401 for the operation of a waste transfer and processing site within a 33.9-hectares property. The facility is to be used for the transfer and processing of solid non-hazardous waste generated from residential, industrial, commercial, and institutional (ICI) sources.

The proposal includes changes to allow a daily maximum of up to 3,000 tonnes per day of non-hazardous solid wastes that are processable into recycled materials, and 1,000 tonnes per day of residual waste for final disposal on an annual average basis. Additional changes being made include the construction of a new processing/sorting building capable of indoor storage of all incoming solid non‐hazardous waste with the associated leachate collection and storage system. ECA changes also include the construction of stormwater management infrastructure, applied for under a separate ECA, and perimeter screening berms.

The maximum storage volumes at the waste processing facility are being amended to include the indoor storage of processed and unprocessed solid non-hazardous waste of 870 tonnes, the total outdoor storage of wood waste, inert materials and segregated recyclable materials of 5,082 tonnes and the outdoor storage capacity of waste non-excess soil, rock and excess soil for beneficial reuse of 30,000 tonnes.

Processing equipment being proposed for the site includes the use of equipment for processing of solid non-hazardous waste generated from residential, industrial, commercial, and institutional (ICI) sources into recycled products and soil for beneficial re-use.

The waste disposal site is to serve the Province of Ontario. The hours of operation are from 7:00 a.m. to 7:00 pm, Monday through Saturday.

The ministry will impose monitoring requirements for the site.
