Proposal details
This proposal is for a new Environmental Compliance Approval (ECA) for York1 Environmental Waste Solutions Ltd. as general partner for and on behalf of York1 Environmental Waste Solutions LP for air and noise for the operation of a waste processing, soil treatment and landfill facility located at 29831 Irish School Road in Dresden, Ontario.
This application is for the receipt, transfer, processing and landfilling of non-hazardous waste, and for the processing and treatment of excess and impacted soils, including soil bioremediation operations. Processing activities at the facility include receiving, transferring, stockpiling, sorting, screening, shredding and crushing of construction and demolition waste; recovering recyclable materials such as metals, wood and plastics; producing wood mulch, wood chips and alternative low-carbon fuels; processing asphalt shingles; handling and bulking excess soil; debris removal; and the bioremediation of chemically impacted soils.
Equipment used at the facility includes crushers, shredders, screeners, grinders, conveyors, soil processing equipment, bioremediation cells, loaders, excavators, bulldozers, compactors, haul trucks, and other mobile equipment associated with waste processing, soil treatment, material handling, and landfill operations.
Contaminant emissions to the atmosphere evaluated in the Emission Summary and Dispersion Modeling Report include:
- suspended particulate matter
- volatile organic compounds such as benzene, ethylbenzene and toluene; and
- products of combustion such as carbon monoxide and nitrogen oxides
The facility's noise sources were evaluated in the Acoustic Assessment Report. The assessment concludes that the proposed facility operations are expected to comply with applicable Ministry noise guidelines at the surrounding points of reception.
The facility will operate from 7:00 a.m. to 7:00 p.m., Monday through Saturday.
