Decision of policy

OMAFRA is proceeding with finalizing the Northern Ontario Agriculture, Aquaculture and Food Processing (AAFP) Sector Strategy and is renaming the strategy the Northern Ontario Agri-Food Strategy. OMAFRA considered the comments received on the draft Strategy Framework and determined that the revised Strategy Framework as posted to the Environmental Registry on August 3, 2017 would be included in the final version of the Northern Ontario Agri-Food Strategy.

This new Notice of Proposal seeks further comment on a revised Strategy Framework. OMAFRA will use comments received to finalize the Strategy Framework.

Effects of consultation

Effect(s) of consultation on this decision

There were comments to include municipalities in the fourth objective of the revised Strategy Framework Expand opportunities with First Nations and Métis people and communities but municipalities are already included under the fourth principle of the Strategy Framework Sector Growth to Be: Enabled by coordinated whole-of-government collaborative approach (Indigenous, municipal, provincial and federal governments). In addition, the ministry determined that the high level of interest expressed by Indigenous people and communities in agri-food economic development warranted a dedicated objective.

There was a request to include agri-food growth goals for the province in the third objective of the Strategy Framework Align with the intent of the Growth Plan for Northern Ontario but OMAFRA determined that while it is likely there will be alignment of the Northern Ontario Agri-Food Strategy with other growth goals, that did not need to be explicit in the Strategy Framework.

Finally, the submissions were all supportive of the goal of the Strategy to Strengthen the role of agriculture, aquaculture and food processing in the economy of Northern Ontario.

Description of policy

The Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) is developing a Sector Strategy that will guide growth of the Northern Ontario agriculture, aquaculture and food processing sector in an economically, socially and environmentally sustainable manner. In May 2016 OMAFRA posted a discussion paper on development of the sector to the Environmental Registry (EBR 012-7458) for comment and from spring to fall engaged with representatives from First Nation and Métis communities, municipalities, agri-food businesses and organizations, local food and economic development organizations, agriculture research organizations, as well as individuals and organizations with an interest in the sector, on a draft Strategy Framework and on questions posed in the discussion paper. The Decision Posting for EBR 012-7458 has a brief summary of what was heard from engagement and submissions.

This new Notice of Proposal seeks further comment on a revised Strategy Framework. OMAFRA will use comments received to finalize the Strategy Framework.

Purpose of policy

The Strategy Framework for the Northern Ontario Agriculture, Aquaculture and Food Processing Sector Strategy contains an overarching goal of strengthening the role that agriculture, aquaculture and food processing plays in the economy of Northern Ontario, four principles and four objectives for sector growth, and four types of government supports that can help the sector grow. OMAFRA is seeking comments on these elements of the Strategy Framework.

Public consultation

This proposal was posted for a 30 day public review and comment period starting August 03, 2017. Comments were to be received by September 02, 2017.

All comments received during the comment period are being considered as part of the decision-making process by the Ministry.
