Decision summary
We have approved the minor amendment to the area-specific Crown land use policies for the Lac Seul General Use Area (G2518) and Red Lake General Use Area (G2514) to allow the potential sale of Crown land for the purposes of cottage lot development within the Township boundaries of the Township of Ear Falls.
Decision details
A decision was made on July 20, 2020 to proceed with the proposal as described.
Effects of consultation
There were mixed responses to the proposed amendment. The supportive comments cited the economic and social benefits for the Township as a primary consideration. Some concerns were raised regarding potential impacts to the fishery, remote character of the lake, and potential negative effects on the tourism industry.
Ministry Response
After considering the comments, we recognize that the amendment has the potential for positive economic and social benefits for the Township of Ear Falls and that the potential negative impacts can be mitigated during the disposition review process that may come as a result of the amendment.

Original proposal
Proposal details
In 2015, we developed a Guide to Cottage Lot Development on Crown Land where it is stated that Crown Land could be made available at market value to support local economic development, but also that we will only consider the sale of Crown land for cottage lots within municipal boundaries.
In 2016, the Township of Ear Falls requested that Crown Land Policies for G2514 and G2518 be amended to permit the disposition of Crown land for cottaging within its municipal boundaries as a means of promoting economic development in the Township.
The amendment(s) to Lac Seul General Use Area (G2518) and Red Lake General Use Area (G2514) propose to permit the disposition of Crown land for cottaging within the municipal boundaries of the Township of Ear Falls.
It is proposed that the Guideline for the activity, ‘Crown Land Disposition, Cottaging’ in each Policy Report be edited to read as:
- “Disposition may be considered within the municipal boundaries of the Township of Ear Falls only.”
The Policy amendments to G2514 and G2518 will not require a boundary adjustment of a land use planning area because the Township boundary offers a legal and observable description of the area affected by the change.
Other information
More than 70% of land within the Township of Ear Falls is Crown Land. The Red Lake General Use Area comprises approximately 90% of that Crown land (approx. 39,000 ha). Present uses include, but are not limited to, mining, forestry, cottaging, tourism, Crown land recreation, fishing.
The Lac Seul General Use Area comprises approximately 9% of the Crown land within the Township (approx. 3,900 ha). The area is comprised of a 650 metre setback from the shoreline of Lac Seul. Present uses include forestry, cottaging, tourism, Crown land recreation, fishing, hunting, and fur harvesting.
Public consultation opportunities
Consultation will be carried out via:
- posting the proposed amendment to the Crown Land Use Policy Atlas (CLUPA) website
- conducting a mail-out to local stakeholders such as adjacent landowners, stakeholder committees and interest groups (i.e. Lac Seul Advisory Committee, Local Citizens Committee, Ear Falls Trappers Council), as well as Indigenous groups (Wabauskang First Nation, Lac Seul First Nation, Metis Nation of Ontario)
- conducting a Public Information Centre within the Township of Ear Falls
- posting a local newspaper ad or equivalent
