Why consultation isn't required
On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.
Proposal details
This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (Air) 6524-84HL58 for Jems Coating Limited, an automotive components coating facility located in the City of Vaughan, Ontario.
The emission sources from the manufacturing and associated processes that discharge to the air include parts shipping and receiving, electro-coating, and powder spray painting.
The amendment includes the addition of a powder coating line equipped with pre-treatment, dry-off oven, powder paint booth, and ovens.
Emissions to the air from this facility include:
- fluorides
- sodium hydroxide
- nitrogen oxides
- particulate matter
- noise
The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the environmental compliance approval with Limited Operational Flexibility (Air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
