Bulletin summary

We amended the Renewable Energy Approval for the Barlow Solar Energy Centre to remove the reference in the approval to the main power transformer at the substation as the transformer is no longer required as part of the facility operations.

Why consultation isn't required

This notice informs you of the amendment to the Renewable Energy Approval and your right to require a hearing in respect of this decision.

We consider this a minor amendment and do not expect it to have any significant impact on the environment. Therefore, public consultation is not required.

Bulletin details

On August 13, 2020, we amended Renewable Energy Approval No. 0173-AW6HLN to:

  • Remove Condition F – Sewage Works of the Transformer Substation Spill Containment Facility from the approval. No transformer substation was constructed as part of this facility, therefore, no spill containment is required.
  • Remove reference to the transformer substation in section 1(b) of Schedule A – Facility Description.
  • Remove reference to the transformer substation in Schedule B – Table B1: Coordinates of the Allowable Polygon for the Equipment and Noise Specifications.
  • Remove Schedule B – Table B4: Maximum Sound Power Spectrum (dB Lin) of Transformer Substation from the approval as there is no transformer substation as part of this facility.

Following issuance of the Renewable Energy Approval on April 3, 2018, Barlow Energy Centre Limited Partnership completed detailed design for the facility and determined that they no longer required the proposed 12-megavolt-ampere main power transformer at the substation. As a result, the main power transformer at the substation as described in the Renewable Energy Approval was not constructed.

All of the details regarding this minor project change to remove the transformer substation from the project are included in the Modification Document posted on the company’s website.

Re-confirmation letters from the Ministry of Natural Resources and Forestry and the Ministry of Heritage, Sport, Tourism and Culture Industries are not required because the change did not result in relocating any project components beyond the project location that was already assessed.

This Class 3 solar facility, known as the Barlow Solar Energy Centre, is located at 16851 Cornwall Centre Road in Cornwall, Ontario.

Any resident of Ontario may require a hearing by the Environmental Review Tribunal (ERT) within 15 days after the date this Decision is loaded to the Environmental Registry by written notice served upon all of the following:

An applicant for a hearing shall state in the notice requiring the hearing, (a) a description of how engaging in the renewable energy project in accordance with the renewable energy approval will cause, (i) serious harm to human health, or (ii) serious and irreversible harm to plant life, animal life or the natural environment; (b) the portion of the renewable energy approval in respect of which the hearing is required; and (c) the relief sought.
