Bulletin summary

On November 6, 2020, the Minister of Municipal Affairs and Housing filed a Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, with the Registrar of Regulations as Ontario Regulation (O. Reg.) 644/20. The City of Vaughan requested that the Minister consider making a Zoning Order.

Why consultation isn't required

Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposal to make a Minister's Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.

Bulletin details

A Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land.

Ontario Regulation 644/20 permits a mix of residential, commercial, institutional, and recreational uses in the City of Vaughan, on the lands described below.

Ontario Regulation 644/20 applies to land within the Block 41 planning area in the City of Vaughan, bounded by Pine Valley Drive, Kirby Road, Weston Road and Teston Road, comprising approximately 178 hectares (440 acres). For illustrative purposes, the lands are shown in the map below.

Ontario Regulation 644/20 does not apply to any lands within the Greenbelt Area.

Pursuant to the subsection 47(4) of the Planning Act, and except for the purposes of section 24, the Minister deemed Ontario Regulation 644/20 to be and to always have been a by-law passed by the council of the City of Vaughan.
