Bulletin summary

On October 26, 2010, Hodgson Custom Rolling Inc. advised the ministry that was not able to provide technical information requested. The application for an Environmental Compliance Approval has been withdrawn. No approval has been issued.

Why consultation isn't required

On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.

Ontario Regulation 115/20 was revoked on June 15, 2020, however, we are posting this decision as a bulletin because the proposal was posted on April 14, 2020, while Ontario Regulation 115/20 was in effect.

Although consultation was not required, the ministry did consult with the public on this proposal by posting ERO# 019-1635 for public comment from April 14 - May 29, 2020. To ensure transparency, the ministry is providing details of its decision and the effects of consultation on decision-making in this notice.

The original proposal for this instrument read as follows

This proposal was to amend Environmental Compliance Approval (air/noise) No. 6653-87ALUM issued to Hodgson Custom Rolling Inc.

The facility provides plate rolling, brake press forming, and heat treating services for the automotive, forestry, pulp and paper, petroleum, petrochemical, steel, and manufacturing industries, and is located at 5580 Kalar Road, Niagara Falls, Ontario.

This amendment is for:

  • the revocation of seventeen (17) natural gas fired comfort heaters and one (1) natural gas fired furnace
  • the addition of fugitive dust emissions from trucks
  • the amendment to the description of eight general facility exhaust fans

Emissions to the atmosphere include manganese, nickel, iron, chromium, and oxides of nitrogen.

Hodgson Custom Rolling Inc. has advised the ministry that was not able to provide technical information requested on October 26, 2020. The application for an ECA has been withdrawn. No approval has been issued.
