Why consultation isn't required
This notice informs you of the amendment to the Renewable Energy Approval and your right to require a hearing in respect of this decision.
We consider this a minor amendment and do not expect it to have any significant impact on the environment. Therefore, public consultation is not required.
Bulletin details
On March 18, 2021, we amended Renewable Energy Approval No. 0602-8RFLKT to:
- construct a tractor storage building to house an agricultural tractor
- construct an associated double-walled fuel storage tank (to fuel the tractor)
- construct an approximately 11 metres x 90 metres stormwater management pond southwest of the existing service road to capture overland flows from natural ponding areas and to provide flood control along County Road 27
Since the Brockville Solar Project started operating in 2013, Brockville Solar Inc. now needs a tractor storage building and fuel storage tank that was not considered during development of the project. In addition, Brockville Solar Inc. has observed natural ponding areas along the northwestern property boundary. The new stormwater management pond to be located southwest of the existing service road will capture overland water flows from the natural ponding areas and provide flood control along County Road 27.
The tractor storage building, fuel storage tank and stormwater management pond will:
- facilitate regular onsite operations and maintenance, and
- control overland water flows
The storage building will be approximately 9 metres by 15 metres and will sit on concrete footings on an existing gravel building pad. The fuel storage tank will be located on a concrete building pad adjacent to the storage building to permit on-site tractor refueling.
The stormwater management pond will be approximately 11 metres by 90 metres and will be located along the northwestern property boundary.
No new environmental effects are expected beyond those that were previously identified, documented and consulted on through the renewable energy approval process, since the location of the tractor storage building, fuel storage tank and stormwater management pond are within the limits of the previously approved project location.
Re-confirmation letters from the Ministry of Natural Resources and Forestry and the Ministry of Heritage, Sport, Tourism and Culture Industries are not required because the changes did not result in relocating any project components beyond the project location that was already assessed.
This Class 3 solar facility, known as the Brockville Solar Project, is located at Lot 19, Concession 2 in the Township of Elizabethtown-Kitley, United Counties of Leeds and Grenville.

Any resident of Ontario may require a hearing by the Environmental Review Tribunal (ERT) within 15 days after the date this Decision is loaded to the Environmental Registry by written notice served upon all of the following:

- A description of how engaging in the renewable energy project in accordance with the renewable energy approval will cause either:
- serious harm to human health
- serious and irreversible harm to plant life, animal life or the natural environment
- The portion of the renewable energy approval in respect of which the hearing is required
- The relief sought.
