Decision details

This amended Environmental Compliance Approval No. 5203-9CCJ5V dated November 27, 2023, is for the use and operation of a 3.0-hectares Waste Disposal Site (processing/transfer) and Class 1 Soil Management Site for management of excess soil limited to dry soil, serving the Province of Ontario and encompassing the following:

Processing activities:

  • receipt of the dry soil destined for bioremediation at the site;
  • temporary storage of the dry soil within the confines of the building; and
  • processing, including treatment, of the dry soil and consisting of the following processes and support units:
  • processing of the dry soil with a shaking/screening unit equipped with a bioaugmentation compound(s) injection system at the exit of the unit;
  • addition of biostimulation compound(s) and amendment material(s) to the dry soil;
  • transfer of the dry soil from the preparation areas to the biopile areas;
  • mechanically-aerated bioremediation of the dry soil in the biopiles, located within the confines of the building; and
  • washing of contaminated rocks removed from the dry soil;
  • temporary storage of the processed soil in the temporary building;
  • transfer of the processed soil off-site;

Transfer activities:

  • receipt of the dry soil destined for transfer off-site;
  • temporary storage of the dry soil within the confines of the building; and and
  • transfer of the dry soil off-site or screening and transfer of the dry soil off-site.

The Site is approved to receive a maximum of 3,000 tonnes of Dry Soil per day and a maximum of 936, 600 tonnes of Dry Soil per year.

On an emergency basis, the Site is approved to receive up-to a maximum of 6,000 tonnes of Dry Soil per day subject to compliance with the records-keeping requirements and District Manager notification requirements in the ECA.

The maximum amount of the Dry Soil in storage, the Dry Soil mix in the bioremediation process, the Processed Soil and the Rejected Waste in the existing Building is approved to be 27,638 tonnes, at any one time. The maximum amount of the processed and then tested Dry Soil stored in the new Temporary Building storage area is approved to be 30,000 tonnes. The maximum storage amount of Residual Waste from management of Dry Soil is approved to be 80 tonnes, at any one time. The maximum amount of the amendment material(s) stored at the Site for use in the bioremediation process is approved to be 10 tonnes at any one time. The maximum storage amount of the liquid bioaugmentation compound(s) solution stored at the Site for use in the bioremediation process is approved to be 4,000 litres at any one time.

Dry Soil movement activities and/or operation of the Site are permitted to operate 24 hours a day, 7 days a week, unless otherwise limited by municipal by-laws.

This proposal is for the amendment of the Environmental Compliance Approval (ECA) No. 5203-9CCJ5V for the operation of an ex-situ biological treatment facility for non-hazardous petroleum hydrocarbon and volatile organic compound impacted soils at 85 Vickers Road, Etobicoke, Ontario. The facility effectively destroys or removes petroleum hydrocarbons and volatile organic compounds such that these soils will be rehabilitated for re-use at alternative sites.

The total amount of waste soils that is received at the facility for treatment and/or transfer shall not exceed 936,000 tonnes per year based on an annualized average receiving rate of 3,000 tonnes per day, 6 days per week. The site may receive up to 6,000 tonnes of soil in a day on an emergency basis. All contaminated soils will be received, stored and processed within the confines of the facility building. The maximum amount of contaminated soils (untreated, in-treatment, transfer or residual waste) allowed at the site at any one time is limited to 27,638 tonnes. The treated soil storage area will located in a temporary building to the east of the facility building and will have the capacity to hold 30,000 tonnes. The combined maximum amount of contaminated and processed soils (and/or clean fill) allowed at the site at any one time is limited to 57,638 tonnes. There is no changes to the daily or yearly receiving limits. The site continues to serve the Province of Ontario.

The site will only utilize microbial solutions that contain non-toxic and naturally occurring bacteria and bacteria nutrients.

Normal receiving hours of waste receiving operations will be Monday through Saturday 6:00 am to 6:00 pm, excluding statutory holidays, however, the site is permitted to operate 24 hours a day, 7 days a week.

The proposed amendment includes:

  • an increase in the maximum amount of soils in storage at the site from 27,638 tonnes total to 27,638 tonnes of contaminated soils and 30,000 tonnes of processed and clean fill
  • a change to the hours of operations to 24 hours a day, 7 days a week for processing activities (screening and soil movement)
  • a change in the microbial solutions that can be used at the facility
