Decision details
The changes to the site plan for Aggregate Resources Act (ARA) licence No. 625711 were approved by the Regional Director on December 15, 2021.
Subject to additional authorization from the City of Hamilton, the approval enables Lafarge Canada Inc. to construct a tunnel under Concession 4 West Road. This tunnel would facilitate the movement of aggregate material between this site and adjacent ARA licence No. 5473 Dundas Quarry (North) while minimizing the use of public roadways.
The approval also alters the operational phasing of extraction to better compliment the revised access to the site and the implementation schedule for noise mitigation measures to align with the change in phasing.

Zero (0) comments were received in response to the Environmental Registry of Ontario notice.
Two (2) comments were received through the ARA consultation process requesting clarification of technical details of the proposal. The comments were addressed through revisions to the ARA site plans and by providing additional information.

Proposal details
Lafarge Canada Inc. has applied to amend the current site plan to access the Dundas South Quarry Extension through a new entrance/exit which will access a tunnel proposed to be constructed under Concession 4 West Road.
The purpose of this proposal is to facilitate the movement of aggregate material between the licenced site and adjacent licences. To accommodate the proposed entrance/exit, the licensee has also requested to revise the phases of extraction. Changes to the noise control notes on the site plan, specifically regarding the timing of implementation, is also necessary to align with the revised phasing. In addition to the proposed site plan amendment, the Concession 4 West Road tunnel is subject to approval from the City of Hamilton.

Lafarge Canada Inc. operates this site (Dundas South Quarry Extension) under the authority of Licence No. 625711 under the ARA. The site is 126.9 hectares in size and has no conditions regarding the amount of aggregate material that can be removed from the site annually.
Lafarge Canada Inc. also operates the adjacent site under the authority of Licence No. 5473, as well as Licences No. 612221 and No. 5667 under the ARA. The four licensed sites are commonly known as the Dundas Quarry and Mann Quarries and are operationally linked.

The proposal request for this amendment is being circulated within the Ministry of Northern Development, Mines, Natural Resources and Forestry. Additionally, notification of this application has been forwarded to the City of Hamilton, Imperial Oil and landowners within 120 metres of Phases 1, 2 and 3, for comment.
