Proposal details

This proposal is to amend the existing Environmental Compliance Approval (ECA) No. 1688-8HZNJG issued on January 10, 2012, for approval of leachate collection and disposal facility and stormwater management facility to service the Richmond Landfill site located at 1271 Beechwood Road in the Town of Greater Napanee, County of Lennox and Addington.

This amendment application is for approval of the proposed Hydraulic Control System designed to control low concentration leachate impacted groundwater migrating from the site and modifications to the existing Stormwater Management Pond No. three.

The proposed Hydraulic Control System consists of:

  1. Three groundwater extraction wells open in the intermediate bedrock flow zone.
  2. One Granular Activated Carbon (GAC) treatment system designed for pre-treatment of the groundwater pumped from the extraction wells.
  3. Discharge piping to the existing Stormwater Pond No. three; and
  4. Controls and monitoring including water levels in each extraction well and measurement of cumulative groundwater extraction rate.

The proposed modifications to the existing Stormwater Management Pond No. three consist of:

  1. One 50 millimetres diameter inlet pipe collecting up to 0.13 litres/second of treated groundwater discharged from the proposed Granular Activated Carbon (GAC) treatment system; and
  2. One aerator installed in the deepest portion of the pond.
