Decision details

A decision was made on November 4, 2022 to approve, with thirty (30) modifications, the City of Ottawa official plan, as adopted pursuant to sections 17 and 26 of the Planning Act by By-law 2021-386.  Notice of this decision was issued on November 4, 2022.

The adopted official plan was reviewed for consistency with provincial plans and policies, and have regard for matters of provincial interests as outlined in the Planning Act.

The thirty (30) modifications to the official plan have been made to address matters related the protection of provincial highways, wetland protection, monitoring of affordable housing and increasing housing supply.

The approval of the City of Ottawa’s new official plan, as modified, outlines a comprehensive land use policy framework to guide growth and development within the city to the year 2046, including policies and schedules related to housing; planning for employment and infrastructure; environmental and agricultural protection; and public health and safety, among other matters.

Pursuant to subsections 17(36.5) and (38.1) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan adopted in accordance with section 26 is final and not subject to appeal. Accordingly, the new City of Ottawa Official Plan, as approved with modifications by the Minister, came into effect on November 4, 2022.

The new official plan applies to all lands within the City of Ottawa.

Effects of consultation

All submissions the Ministry received were reviewed and considered prior to a decision being made:

  • Many of the comments focused on the city’s proposed urban boundary expansion.  Comments were also focused on the city’s forecasted growth and the city-set intensification target, densities, or planned mix of uses that would impact the land quantum of urban boundary expansion; 
  • Some comments received suggested the adopted official plan did not adequately address housing affordability; 
  • There were comments from the public related to regulating renewable energy facilities (e.g., prohibiting wind turbines);
  • The aggregate sector requested more aggregate resources be identified on the official plan schedules; and more flexibility in permitting aggregate operations; and
  • Some submissions raised concerns on matters that were site-specific in nature relating to matters involving secondary plans or preservation of neighbourhood character (in particular those identified as heritage conservation districts). 

In response to some of the comments received, modifications were made to the official plan to include specific additions to the urban boundary and the Village of Greely and a new policy framework to monitor affordable housing development. 

None of the other comments resulted in modifications as they were determined to be local in nature; adequately addressed in the official plan as adopted by City of Ottawa; and/or did not impact a provincial interest.

Proposal details

The new official plan applies to all lands within the City of Ottawa and functions in concert with existing secondary plans.

The new official plan addresses how the city will manage growth over the planning horizon by directing the majority of growth to the urban area through a balance of intensification and greenfield development. The new official plan contains policies aimed at optimizing investments made to transit services ensuring the long-term protection of non-renewable resources, natural heritage system and features, and cultural heritage resources.

The adopted official plan has been forwarded to the Ministry of Municipal Affairs and Housing by the City of Ottawa for a decision. Pursuant to subsections 17(36.5) and (38.1) and subsection 21(3) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan adopted in accordance with section 26 is final and not subject to appeal.
