Bulletin summary

On May 12, 2023, the Minister of Municipal Affairs and Housing filed an amendment to the Zoning Order, Ontario Regulation (O. Reg.) 698/20, made pursuant to clause 47(1)(a) of the Planning Act, with the Registrar of Regulations as O. Reg. 90/23.

Why consultation isn't required

Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposals to make a Minister's Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.

Bulletin details

O. Reg. 90/23 applies to approximately 29 hectares of land at 1577-1621 Major Mackenzie Drive East in the City of Richmond Hill.

A Zoning Order regulates the use of land and the erection, location and use of any buildings or structures on the land. O. Reg. 90/23, as amended, facilities the development of a mixed-use community. The amendment reduces minimum parking requirements and exempts portions of the Subject Lands from municipal site plan approval.
