We have issued an amendment to ECA 4568-AJTR84 for a waste disposal site located at 633 Coronation Drive, Toronto, Ontario. The property is owned by Coronation Holdings Corp. and the waste transfer station is owned by subsidiary company 2683517 Ontario Inc. GFL Environmental Inc. (GFL) has an agreement with 2683517 Ontario Inc. to operate the Coronation Drive existing waste transfer station and the outside open storage areas.

The amended approval includes approval of a recyclables transfer station, with a maximum receipt rate of 700 tonnes per day of source separated blue box recyclables from municipal and IC&I sources. The waste transfer station is currently permitted to receive up to a maximum of 880 tonnes of solid, non-hazardous industrial, commercial, institutional (IC&I) waste, construction and demolition waste, and wood waste. A maximum of 545 tonnes per day of residual waste may be transferred from the site for disposal. The revised maximum storage capacities for the site are 793 tonnes concrete, asphalt, shingles and scrap metal in the outdoor storage area, a maximum of 411 tonnes in the waste transfer facility and a maximum of 700 tonnes in the recyclables transfer facility.

The facility is approved to operate 24 hours a day, seven days a week. The facility is approved for the receipt of wastes from Monday to Friday 6:00 am to 6:00 pm and Saturdays from 6:00 am to 1:00 pm. Waste processing and loading may occur outside these hours.

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

The waste transfer and processing site is located at 633 Coronation Drive, Toronto, Ontario.

The property is owned by Coronation Holdings Corp. and the waste transfer station is owned by subsidiary company 2683517 Ontario Inc. The waste transfer station operates under existing ECA 4568-AJTR84 and is currently permitted to receive up to a maximum of 1,500 tonnes per day consisting of 880 tonnes of solid, non-hazardous industrial, commercial, institutional (IC&I) waste, construction and demolition waste, wood waste, and 620 tonnes organic waste from IC&I sources. A maximum of 545 tonnes per day of residual waste may be transferred from the site for disposal.

GFL Environmental Inc. (GFL) has an agreement with 2683517 Ontario Inc. to operate the Coronation Drive existing waste transfer station and the outside open storage areas. The future planned Organics Management Facility to be developed at the site remains with 2683517 Ontario Inc. The facility is approved to operate 24 hours a day, 7 days a week. The facility typically operates Monday to Friday 6:00 am to 6:00 pm and Saturdays from 6:00 am to 1:00 pm for the receipt of wastes.

Waste processing and loading may occur outside these hours. GFL is proposing an amendment to the current ECA to allow the facility to receive up to an additional 700 tonnes per day of source separated blue box recyclables from municipal and IC&I sources. The maximum on-site waste storage has also been updated to reflect a reduced quantity of 7,180 tonnes, with specific limits for various waste types.
