Decision summary
On June 27, 2025, the Minister of Infrastructure made a zoning order, filed as Ontario Regulation (O. Reg.) 143/25, for lands designated for a transit oriented community in the City of Toronto.
Decision details
A Zoning Order, made pursuant to clause 47(1) of the Planning Act, regulates the use of the land and the erection, location and use of any building or structure on the land.
Through Order in Council 589/2025 the Minister of Infrastructure may exercise the powers and perform the duties, functions and responsibilities of the Minister of Municipal Affairs and Housing under section 47 of the Planning Act in respect of transit-oriented community land designated under section 2 (1) of the Transit-Oriented Communities Act, 2020.
Lands known municipally as 425-471 Carlaw Avenue and 388-402 Pape Avenue, along the Ontario Line, in the City of Toronto, were designated as a transit-oriented community through Orders in Council 725/2024 and 895/2025. See location map below.
The site is approximately 2.26 hectares in size and is bound by Carlaw Avenue to the west, a laneway to the north, the Metrolinx rail corridor to the south, and Pape Avenue to the east. The site is planned to have an estimated 1,080 residential units and accommodate approximately 225 jobs.
The site was previously occupied by the Riverdale Shopping Centre which included a parking lot and a range of commercial and retail uses.
The Minister of Infrastructure made O. Reg. 143/25 on these lands which permits:
- a mixed-use building with three towers of 30, 35, and 40 stories in height on a two-to-six storey shared podium;
- 86,000 square metres of residential Gross Floor Area (GFA);
- 6,500 square meters of non-residential GFA, including a grocery store;
- a new street crossing diagonally through the site to link Pape and Carlaw Avenues;
- a new public park and public open space on the northern portion of the site of a minimum of 3,240 square meters; and
- a new public open space on the southern end of the site located over the rail corridor.
Effects of consultation
All comments received were taken into consideration prior to a decision being made.
Members of the public voiced concerns about:
- Change to character of the community and neighbourhood and lack of infrastructure to support the proposal
- Increase in vehicle traffic in the area
- Requests that MZO should include requirements for affordable units or for units to be attainable for households below a certain income threshold.

Why consultation isn't required
Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposals to make a Minister’s Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.
Although not required, the Ministry is providing public notice of this request for a zoning order.
Proposal details
A Minister’s Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land.
The Minister of Municipal Affairs and Housing is considering a request made by the Minister of Infrastructure to make a Minister’s Zoning Order at 425-471 Carlaw Avenue, in the City of Toronto.
The site is approximately 2.26 hectares and is bound by Carlaw Avenue to the west, a laneway to the north, the Metrolinx rail corridor to the south, and Pape Avenue to the east. See location map below. The site is estimated to have about 1,080 residential units and accommodate approximately 225 jobs.
