Decision details

A decision was made on September 2, 2025 to approve with twenty-four (24) modifications the new County of Elgin Official Plan, which was adopted pursuant to sections 17 and 26 of the Planning Act by By-law 24-17. Notice of Decision was issued on September 2, 2025, to the County of Elgin.

The new Official Plan replaces the current County Official Plan, which came into effect in 2013. The purpose of the Official Plan is to update the County of Elgin's land use framework by setting out the urban and rural structure and providing updates to land use designations, policies and schedules.

The adopted Official Plan was reviewed for consistency with the Provincial Planning Statement, 2024 (PPS) and regard for matters of provincial interests set out in the Planning Act.

Twenty-four (24) modifications have been made by the Minister to ensure that the Official Plan is consistent with the policies of the PPS and complies with applicable legislation.

Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the new Official Plan for the County of Elgin, as modified and approved by the Minister, came into effect on September 3, 2025.

On May 14, 2024, the County of Elgin adopted a new Official Plan pursuant to sections 17 and 26 of the Planning Act by By-Law 24-17. The new Official Plan is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.

The new Official Plan is a long-range planning tool that will be used to help manage growth and development and implement goals and visions. The new Official Plan proposes to update the County of Elgin's land use framework by setting out the urban and rural structure and providing updates to land use designations, policies and schedules. 

If approved, the new Official Plan would replace the current County of Elgin Official Plan (2013).
