Lincoln Electric Company of Canada Limited - Environmental Compliance Approval (air)

This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No. 0643-ADUPLW for Lincoln Electric Company of Canada Limited, a welding wire and welding equipment production facility, located in the City of Toronto, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include stamping, welding, storage and shipping, combustion equipment, solder pots, paint booths, dip tanks, dust collectors, a scrubber, acid wash tanks, and cooling towers. The amendment is to renew the Limited Operational Flexibility, increase the facility production limit, and update current sources. Emissions to the air from this facility include:

• calcium hydroxide,
• hydrogen chloride,
• lead and lead compounds,
• nickel and nickel compounds,
• particulate matter,
• nitrogen oxides, and
• noise

The Environmental Compliance Approval with Limited Operational Flexibility (air & noise), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air & noise). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
