On January 24, 2025, the Minister of Municipal Affairs and Housing informed the City of Vaughan he was declining the request for the use of a Minister’s Zoning Order located at 171 Maplecrete Road, 140 & 160 Doughton Road, and Block 2 of Registered Plan 65M-4793.
Decision details
A Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of the land and the erection, location and use of any building or structure on the land.
In July 2024, Liberty Development and the City of Vaughan requested a Minister’s Zoning Order to facilitate a mixed-use residential development at 171 Maplecrete Road, 140 & 160 Doughton Road, and Block 2 of Registered Plan 65M-4793 in the City of Vaughan.
This proposal could be advanced through the municipal planning process. Additionally, water and wastewater servicing will not be available at this site for multiple years due to required servicing upgrades. Informed by the ministry’s assessment, the Minister has declined this request.
Effects of consultation
All comments received were taken into consideration prior to a decision being made.
Submissions from the public were mixed, with some support for the increased density near Vaughan Metropolitan Centre and some concerns around environmental impacts, the inclusion of a hotel in the development, and the need for infrastructure upgrades.

Why consultation isn't required
Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposals to make a Minister’s Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.
Although not required, the ministry is providing public notice of this request for consultation.
Proposal details
The Ministry of Municipal Affairs and Housing is consulting on a municipal-endorsed request for a Minister’s Zoning Order.
A Minister’s Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land.
The Ministry is in receipt of a request from Liberty Development for a Minister’s Zoning Order to facilitate a mixed-use residential development at 171 Maplecrete Road, 140 & 160 Doughton Road, and Block 2 of Registered Plan 65M-4793 in the City of Vaughan. See location map below.
The Subject Lands are approximately 1.41 hectares and are located between Maplecrete Road and Creditstone Road, north of Doughton Road. The Subject Lands are currently occupied by 1-storey buildings containing industrial uses.
If made, the requested Minister’s Zoning Order would permit:
- Four residential towers ranging from 24- to 29-storeys;
- One 30-storey mixed-use tower comprising residential, office and hotel uses;
- A total of 1,565 residential units, with 182 purpose-built rental units; and
- A central outdoor amenity area.
To help ensure decisions are made in a transparent manner and support government priorities, the Ministry is seeking feedback on whether this request should be considered and any additional information that may help inform a decision.
