Decision summary
On August 29, 2025, the Minister of Municipal Affairs and Housing filed a Minister's Zoning Order with the Registrar of Regulations as Ontario Regulation (O. Reg.) 206/25 in the Township of Springwater.
Decision details
A Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of the land and the erection, location and use of any building or structure on the land. The Minister's Zoning Order was made in response to a request from CWH (Loretto) Inc. with support from the Township of Springwater.
The purpose of the MZO, filed as O. Reg. 206/25, is to facilitate the development of a residential subdivision on approximately 26.42 hectares of land at 3169, 3193, 3207 Barrie Hill Road in the Township of Springwater. The subject lands are adjacent to the settlement area of Centre Vespra and currently designated and zoned for agricultural uses. See Location Map below.
O. Reg. 206/25 permits the uses in the Urban Residential (UR2) zone and the Environmental Protection (EP) zone of the Township of Springwater’s zoning by-law, as well as home occupations, public uses, and model homes. O. Reg. 206/25 also provides some relief from the Township’s zoning by-law with respect to minimum side yard setbacks, calculation of building height, and encroachments into yards.
Pursuant to the subsection 47(4) of the Planning Act, and except for the purposes of section 24, the Minister deemed this zoning order to be a by-law passed by the council of the Township of Springwater.
Effects of consultation
All comments received were taken into consideration prior to a decision being made.
The Ministry received one submission through the registry from Nottawasaga Valley Conservation Authority (NVCA), which noted that a portion of the subject lands falls within a Significant Groundwater Recharge Area as per the South Georgian Bay Lake Simcoe Source Protection Plan, and that the Risk Management Official for the Township of Springwater should be consulted from a source protection perspective.
The Ministry also received an email from a municipality requesting further information on the proposed development.

Why consultation isn't required
Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposals to make a Minister’s Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.

The Ministry is in receipt of a request for a Minister’s Zoning Order to facilitate a residential development in the Township of Springwater in the County of Simcoe. If made, the Minister’s Zoning Order would apply to 26.42 hectares at 3169, 3193, 3207 Barrie Hill Road, Township of Springwater. See description map below.
