OPA 124 was adopted by the City of London on September 24, 2024, by By-law No. C.P.-1512(du)-223. The adopted OPA 124 was received on October 09, 2024, and deemed complete on October 24, 2024. The ministry is seeking feedback on the council adopted OPA and will review all comments before recommendations are provided to the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act.
OPA 124 amends the maximum building heights across all place types, ensuring a cohesive policy approach to urban growth. This amendment will also revise policies within the Transit Village Place Type to allow for new Transit Villages, specifically surrounding the area of 100 Kellogg Lane. Additionally, it seeks to create and identify Strategic Growth Areas, and Major Shopping Areas to support targeted development and urban density.
Effects of consultation
The Ministry has received four public feedback submissions regarding OPA 124, posted concurrently on the ERO for public comment.
A total of four issues were raised under OPA 124 through ERO, including the reclassification of 200 Albert Street, the exclusion of 1924 Adelaide Street North and 1269 Hyde Park Road from the Major Shopping Area designation, and the request to increase base heights from 6 to 8 storeys along major streets. City staff based these changes on BRT alignment revisions, the need to concentrate commercial growth within the Built-Area Boundary, and maintaining context-specific height limits rather than a citywide increase. Ministry staff did not recommend modifications, as the City’s decisions align with the PPS, 2024, ensuring planned intensification, efficient infrastructure use, and balanced density distribution, making ministerial intervention unnecessary.
