Bulletin summary

We amended the Renewable Energy Approval for the Whitesand First Nation Cogeneration and Pellet Mill Project, located in the Thunder Bay District, near Whitesand First Nation and the community of Armstrong, to extend the expiry date of the approval.

Why consultation isn't required

This notice informs you of the amendment to the Renewable Energy Approval and your right to require a hearing in respect of this decision.

We consider this amendment to be administrative in nature and is not expected to have any significant effect on the environment.

Bulletin details

We amended Renewable Energy Approval No. 4623-9W7K5Q on November 8, 2024, to extend the expiry date of the approval.

Due to complications associated with ongoing financing and market conditions, Sagatay Cogeneration LP have requested an amendment to extend the expiry date of the approval by 3 years. Sagatay Cogeneration LP has been unable to construct the facility. The extension of the approval expiry date will provide the company with an additional three years to pursue financing and construct the facility. Sagatay Cogeneration LP will still be required to construct the facility according to their renewable energy approval and the application that they submitted to the ministry.

No new environmental effects are expected beyond those that were previously identified, documented and consulted on through the renewable energy approval process as there are no physical changes to the facility.

Re-confirmation letters from the Ministry of Natural Resources and the Ministry of Citizenship and Multiculturalism are not required because the change was administrative.

This Class 1 thermal treatment facility, known as the Whitesand First Nation Cogeneration and Pellet Mill Project, is located in an unorganized territory of the Thunder Bay District, near Whitesand First Nation and the community of Armstrong.
