Bulletin summary

The Government of Ontario is committed to continuing to help Ontarians save time and money by reducing red tape and is dedicated to supporting better services and a stronger economy. In alignment with this commitment, the Minister of Red Tape Reduction (MRTR) has introduced Bill 227 (Cutting Red Tape, Building Ontario Act, 2024).

Why consultation isn't required

The proposed Cutting Red Tape, Building Ontario Act, 2024 is a package of legislative changes led by MRTR.

Proposed amendments within the bill are from 14 (fourteen) ministries that are responsible for evaluating their individual legislative proposals and amendments against the public consultation requirements of the EBR. Where there is potential for an environmental impact, the responsible ministry has completed a proposal notice which has been posted on the environmental registry.

There are proposals in this Bill that do not have significant impact on the environment but may impact businesses. Opportunities to comment on these additional proposals are available on Ontario’s Regulatory Registry.

Bulletin details

MRTR has proposed an Act to reduce regulatory burden and red tape to improve services for people, reduce costs for businesses, and make it easier to work with government. The Bill, if passed, would build on the government’s previous burden reduction initiatives.

Title of notice: Streamlining releases of Ontario Heritage Trust conservation easements

Summary of amendment(s): The Ministry of Citizenship and Multiculturalism (MCM) is proposing to streamline the approval process for releasing conservation easements held by the Ontario Heritage Trust (OHT) over all or part of a property, where such a release would not affect the heritage attributes protected under the easement agreement.

Ministry: Environment, Conservation and Parks

Act: Environmental Protection Act

Title of notice: Amendments to Reduce Records of Site Condition that are Not Supporting Brownfields Redevelopment

Summary of amendment(s): The Ministry of the Environment, Conservation and Parks is proposing amendments to Ontario Regulation 153/04 to prohibit the submission of a record of site condition (RSC) for filing in specified circumstances, and to expand an exemption from RSC filing requirements for changes in the use of buildings from commercial or community use to mixed use.

Act: Algonquin Forestry Authority Act

Title of notice: Amendment to the Algonquin Forestry Authority Act
 

Summary of amendment(s):
As part of the
Cutting Red Tape, Building Ontario Act, 2024, we propose to amend the Algonquin Forestry Authority Act. The proposed changes would remove the Lieutenant Governor in Council’s authority to appoint a general manager to the Algonquin Forestry Authority (AFA) and provide the authority to the AFA Board of Directors. 

We’re sharing this notice to inform the public that proposed amendments to the Algonquin Forestry Authority Act. To find out additional information about the proposed changes and the legislative process, please use the links added to the ‘related links’ section.

The amendment has no environmental significance and is being proposed to reduce administrative burden on the public sector and its agency the Algonquin Forestry Authority.

We are proposing to amend the Algonquin Forestry Authority Act to remove the Lieutenant Governor in Council’s authority to appoint a general manager to the Algonquin Forestry Authority and provide the authority to the Algonquin Forestry Authority Board of Directors.
This approach aligns with the authority in the Ontario Forest Tenure Modernization Act and will reduce administrative burden on the public sector and its agency the Algonquin Forestry Authority.

This amendment is anticipated to increase the retention of high-quality candidates by providing greater certainty on employment length beyond the current 3-year appointment term limit imposed by the Agency and Appointments Directive. Given the technical knowledge required and expectations for this position, the ministry and the Algonquin Forestry Authority want to ensure that the agency can attract and retain the highest quality talent for this position.
