The Renewable Energy Approval for the Glendale Solar Project has been amended to allow implementation of limited and targeted application of herbicides to control noxious weeds at the project location.
This change is in preparation for utilizing sheep grazing as a natural vegetation management strategy.
The original Renewable Energy Approval did not anticipate the need for herbicide use to control noxious weeds, such as wild parsnip (pastinaca sativa) which is an invasive species harmful to humans and animals and is abundant throughout the project site with an estimated coverage of approximately 50%. The presence of these plants puts the facility’s workers health and safety at risk as physical contact with these plants can result in painful burn-like rashes on the skin.
The proponent, Northland Power, has attempted to use traditional mechanical grass cutting methods to control the spread of this weed; however, this has proven ineffective, and the weeds have spread on the Glendale Solar Project site. Allowing the use of herbicides within the project boundary will enable the safe and effective control of the growth of hazardous plants at the project site.
The herbicides will be applied by a licensed exterminator in accordance with the Pesticides Act and Ontario Regulation 63/09. All herbicides used will be registered by Health Canada’s Pest Management Regulatory Agency for use in Canada. All herbicides will be used in accordance with the approved label for the product.
This Class 3 solar facility, is located at 18085 County Road 19, South Glengarry Township, United Counties of Stormont, Dundas and Glengarry.

Any resident of Ontario may require a hearing by the Ontario Land Tribunal (OLT) within 15 days after the date this decision is loaded to the Environmental Registry by written notice served upon all of the following:

- serious harm to human health
- serious and irreversible harm to plant life, animal life or the natural environment
