Bulletin summary

We have approved amendments to the Trent Source Protection Plan including the Trent Assessment Report. These amendments involve updating the vulnerable area mapping for a new well for the City of Kawartha Lakes’ King’s Bay drinking water system.

Why consultation isn't required

We are using this bulletin to let the public know that the Minister of the Environment, Conservation and Parks has given approval for changes to the Trent Source Protection Plan including the Assessment Report. These amendments were made in accordance with section 34 of the Clean Water Act, 2006.

Public Notices regarding approvals of source protection plans and amendments fall under the jurisdiction of the Clean Water Act, 2006, rather than the Environmental Bill of Rights. This notice is required under sections 30 and 34 of the Clean Water Act, 2006 and serves as informational only. Section 34 specifies that section 30 applies to proposed amendments submitted under section 34. Furthermore, section 30 requires the Minister to publish a notice of the approval, including a brief explanation of the impact (if any) of comments or resolutions submitted to the source protection authority, along with any other relevant information that the Minister considers appropriate.

Bulletin details

The Ontario government is committed to safeguarding our lakes, waterways, and groundwater supply for present and future generations. To maintain the protection of municipal drinking water sources in the City of Kawartha Lakes, the Minister has recently approved amendments to the Trent Source Protection Plan including the Assessment Report. These amendments were initiated and recommended by the Trent Conservation Coalition Source Protection Committee.

Through collaboration with our partners, our robust source protection framework will continue to uphold high safety standards for Ontario’s drinking water, ensuring that municipal drinking water sources across the province remain safeguarded for generations to come.

Amendments to the assessment report and source protection plan

These changes to the Trent Source Protection Plan including the Trent Assessment Report approve the use of one new municipal drinking water well for the King’s Bay drinking water system.

The vulnerable area mapping for this system has been updated, while the previously approved policies in the Trent Source Protection Plan remain unchanged. The existing policies will continue to apply to the updated vulnerable area.

The source protection authority carried out these amendments in accordance with the legislative and regulatory requirements set out in the Clean Water Act, 2006, Ontario Regulation 287/07 (general), and associated Technical Rules.

These amendments take effect upon the posting of the Minister’s approval on the Environmental Registry.

Other public consultation opportunities

The Lower Trent Source Protection Authority held consultations during the development of these amendments. They invited comments from:

  • implementing bodies (including the provincial government and the local municipality)
  • the public and implicated landowners
  • the Ministry of the Environment, Conservation and Parks
  • Mississaugas of Scugog Island First Nation

The public consultation on the proposed amendments took place from October 24 to November 28, 2024.

The source protection authority carefully reviewed and addressed comments received, making necessary revisions, where needed, before submitting the proposed amendments to the ministry for approval. The comments received primarily sought clarification on the technical aspects of the proposed changes. The Ministry also conducted a thorough review of the comments received during the process and has no concerns.

Other information

The minister has determined that the legal and regulatory requirements outlined under the Clean Water Act, 2006 have been met. Additionally, the comments received by the source protection authority during consultation on the Trent Source Protection Plan including the Trent Assessment Report have been adequately considered and appropriately addressed.
