Decision details
A decision was made on November 18, 2025 to approve, with three modifications, County of Wellington Official Plan Amendment 126 adopted pursuant to sections 17 and 26 of the Planning Act by By-law 5928-25. Notice of this Decision was issued on November 18, 2025 to the County of Wellington.
The purpose of Official Plan Amendment 126 is to further implement recommendations of the county's Land Needs Assessment and growth management plan to ensure suitable lands are available to meet anticipated needs to the year 2051 and beyond. The Amendment would also redesignate and expand settlement area boundaries to address urban land needs in Centre Wellington to accommodate a range and mix of land uses, make housing policy updates, add new employment area policies, and implement mapping updates in the Greenbelt Plan Area resulting from provincial expansion of the Greenbelt, among other matters.
The adopted Amendment was reviewed for consistency with the Provincial Planning Statement, 2024 (PPS), conformity with the Greenbelt Plan, and compliance with the Planning Act.
Three modifications to the Official Plan Amendment have been made to ensure consistency with the Provincial Planning Statement, 2024 specifically for matters related to land use compatibility and protecting mineral aggregate resources.
Pursuant to subsection 17(36.1.2) of the Planning Act, this decision is not subject to appeal.
Official Plan Amendment 126 applies to all lands within the County of Wellington. The Amendment does not apply to the City of Guelph.
Effects of consultation
5 comments were received requesting settlement area boundary expansions in the Township of Centre Wellington. 1 comment requested that the amendment be approved quickly. No modifications were made as a result of consultation.

Appeals are not allowed
Pursuant to subsection 17(36.5) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding Official Plan Amendment 126, adopted in accordance with sections 17 and 26 of the Planning Act, is final and not subject to appeal.

On April 24, 2025, the County of Wellington adopted OPA126 by By-law 5928-25. The ministry is seeking feedback on the council adopted OPA 126 and will review all comments before recommendations are provided to the Minister of Municipal Affairs and Housing for a decision in accordance with section 17 and 26 of the Planning Act.
