Proposal details
Official Plan Amendment 166 (OPA 166) was adopted by the City of London on December 16, 2025, by By-Law No. C.P.-1512(fk)-11. The City of London is undertaking a phased approach to updating its Official Plan, and OPA 166 represents Phase 2 of the city's Official Plan review process. OPA 166 proposes to add approximately 1582 hectares of developable lands to the City of London for Community Growth land uses, and approximately 88 hectares of developable lands for Industrial land uses, over a 30-year planning horizon to 2054. The OPA is now before the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act.
OPA 166 involves redesignating multiple sites across the City of London from rural land use to urban land use and incorporating the lands into the Urban Growth boundary. The amendment proposes to change the designation of selected lands from Farmland or Rural Neighbourhoods place type to Future Community Growth and Future Industrial Growth place type on Map 1 - Place Types, of the London Plan.
The proposed expansion of the City of London Urban Growth Boundary is informed by the city's Community Growth, and Industrial Employment Areas Land Needs Assessment reports. The lands that are proposed to redesignated and added to the Urban Growth Boundary were assessed based on an evaluation criteria that includes, but not limited to:
- minimum distance separation requirements;
- mitigation of impact on agricultural operations;
- protection of natural heritage systems;
- logical extension of existing urban land uses;
- viable integration or extension of infrastructure, and
- the accommodation of appropriate range and mix of land uses associated with non-industrial use.
If approved, OPA 166 will apply to selected sites across the City of London.
