The official plan amendment applies to a 1,617 square metre site located at the southwest corner of College Street and Henry Street, bounded by a public laneway to the west. The site falls entirely within both the St. Patrick and Queen’s Park Protected Major Transit Station Areas.

Proposal details

On October 9, 2025, the City of Toronto adopted Official Plan Amendment 731 pursuant to Sections 16 and 17 of the Planning Act by By-law 1167-2025. Official Plan Amendment 731 is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.

Official Plan Amendment 731 was privately initiated and seeks to redesignate a portion of the site from “Neighbourhoods” to “Mixed Use Areas” to support residential and commercial uses and to permit a new 31-storey mixed-use building and retain existing heritage designated buildings, for a total of 490 residential units, including 408 affordable units.
