Why consultation isn't required
Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposals to make a Minister’s Zoning Order under subsection 47(1) of the Planning Act or to amend / revoke a Minister’s Zoning Order under subsection 47(8) of the Planning Act.

The proposed regulatory amendments will ensure the timely delivery and compliance of the Ontario Place Parking Solution (OPPS) and new Ontario Science Centre (OSC). The enhanced Minister’s Zoning Order achieves the following objectives:
Ontario Science Centre (OSC):
- Update permitted structures and features for the Ontario Science Centre site at Ontario Place.
- Ensure zoning supports all planned uses and operational needs.
- Update development permissions for OSC structures.
Ontario Place Parking Solution (OPPS):
- Changes to development specifications for building height and minimum setback of parking structure.
- Implement structures for traffic control and improve access and connectivity to the parking structure.
- Support adjustment, relocation, or realignment of the Martin Goodman Trail to enhance accessibility to the Ontario Place site.
These amendments align with the existing enhanced Minister’s Zoning Order for Ontario Place issued in May 2024 to ensure zoning consistency, which will support the delivery of the Ontario Place Parking Solution and the new Ontario Science Centre in a timely manner.
