This proposal is granted to operate a waste transfer and processing facility located at 200 Horner Avenue in the City of Toronto.
- the facility is approved to receive, sort, and transfer solid non-hazardous Construction and Demolition (C&D) waste and dry excess soil generated within Ontario
- the facility is approved to operate 24 hours a day from Monday through Saturday
- the approved maximum daily receipt of 299 tonnes of C&D waste, with a maximum on-site storage limit at any time of 299 tonnes. Daily incoming dry excess soil is 500 tonnes with a maximum storage limit of 1,350 tonnes at any time
- all C&D waste processing is to occur indoor while dry excess soil is approved to be stored outdoor in dedicated bunkers
- no domestic, putrescible, or hazardous waste will be accepted

1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:

- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see

- Copies of all supporting documents, facts and evidence that you’ll be using to appeal

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

Proposal details
This proposal is for an Environmental Compliance Approval (waste disposal site) for a waste transfer and processing facility. This is a 2.78 hectare property located in the City of Toronto.
The facility will receive, sort, and transfer solid non-hazardous Construction and Demolition (C&D) waste and excess soil within the service area of Ontario. Operations will run 24 hours a day, Monday through Saturday. The site is designed for a maximum daily receipt of 299 tonnes of C&D waste, with a maximum on-site storage limit of 299 tonnes. Excess soil will be managed separately in dedicated bunkers to ensure compliance with O. Reg. 406/19 and O. Reg. 235/25.
All waste processing will occur within an enclosed "Primary Waste Processing Dome" to mitigate dust, noise, and odour. No domestic, putrescible, or hazardous waste will be accepted.
