Proposal details

Liquid Fuels Handling Code (LFHC) Requirements that Would Not be Met:

1.3.1. Equipment installed at a facility or on a highway tank shall be approved and

installed in accordance with the requirements of this Code and the manufacturer’s

instructions, and shall be appropriate for the service for which it is intended.

 

4.4.1. Aboveground piping and components shall be non-combustible and shall have a

minimum melting temperature of 538 C (1000 F).

 

Why the Code Would Not be Met

  1. The current edition of LFHC 2017 does not include the ULC 1369 standard (new standard for aboveground piping).
  2. The inner wall of DoubleTrac pipe meets the code requirements.

 

Safety Assessment

  1. The ULC 1369 standard is recognized by Standards Council of Canada and likely it will be included in the next edition of Liquid Fuels Handling Code.
  2. The melting temperature of the outer pipe is irrelevant as the inner pipe of the DoubleTrac pipe is metallic with melting temperature above 538 C. The DoubleTrac pipe is approved under ULC 1369 (aboveground piping) therefore it is acceptable to be used in this application. 

 

TSSA assesses that there is likely to be no environmental impact should this variance be granted.
