Proposal details

This proposal is for an amendment to Environmental Compliance Approval (ECA) Waste Disposal Site No. A120214 issued to GFL Environmental Services Inc. for the use and operation of a waste disposal site with a total site area of 0.47 hectares, to be used for transfer of solid and liquid hazardous and non-hazardous waste at 6220 and 6226 Don Murie Street, Niagara Falls, Ontario.

The proposed amendments include the following:

  • replace the currently approved three existing vertical aboveground storage tanks (ASTs), including a combined total storage capacity of 86,900 litres, with three newly acquired vertical ASTs with a combined total storage capacity of 180,000 litres two of the ASTs will generally be used to store oil, oily-water, and oily-sludge and one AST will generally be used to store scrubber sludge (but will not be restricted to those wastes if the business or market dictates otherwise)
  • a newly poured concrete tank pad (measuring 6.1 metres by 15.3 metres) with sealed/leakproof concrete walls (measuring at least 1.13 metres high) to ensure stability and secondary containment for the tanks. The secondary containment will be protected by barricades from potential vehicle collision/damage to the curbs/walls, tanks, valves, pumps and other associated apparatuses
  • increase to the number of subject waste containers (i.e., drum equivalents) stored in the building from the currently approved 70 (20 of which may be hazardous waste) to 100 (30 of which may be hazardous waste)
  • receipt of Waste Electrical and Electronic Equipment (WEEE) for consolidation and temporary storage in the garage before transfer offsite to a final disposal or recycling facility
  • receipt of waste lithium batteries designed for recycling (i.e., non-subject waste), in UN-rated means of containment (e.g., pails, drums, etc.), for consolidation and temporary storage, including a maximum of twenty-four (24) 20 litres pails or four (4) 205 litres drums ( i.e., equivalent to one pallet worth) in a secure/locked shipping container, flammables cabinet, or other suitable metal container in the yard
  • addition of Ontario Waste Classes 111, 113, 114, 121, 123, 131, 132, 133, 134, 135, 141, 142, 143, 144, 147, 149, 231, 232, 233, 241, 242, 262, 264, 265, 266, 268, 269, 281 and 312 (sharps only)
  • removal of the restrictions associated with approved Ontario Waste Classes 267 (i.e., limited to lignosulphonate, the by-product of an ammonium bisulphite pulping process known as Tembec's Dust Suppressant) and 270 (i.e., limited to black liquor, a by-product of the Kraft Pulping Operation)

The hours of operation will be 24 hours a day, 7 days a week for shipping and receiving to and from the site.
