Bulletin summary

The Building Code Advisory Body (BCAB) is releasing its Interim Report on Ontario’s Building Code review to provide stakeholders with an update on its work to date. The Interim Report outlines preliminary recommendations, identifies broader issues requiring further examination, and summarizes key themes emerging from the review.

Why consultation isn't required

This posting is intended to share the BCAB's Interim Report and provide stakeholders with an update on the progress of the review. The Interim Report reflects the BCAB's work and analysis to date, including preliminary recommendations and areas identified for further examination.

The report is being provided for awareness purposes only. The BCAB is not seeking comments on the Interim Report, and stakeholders do not need to submit additional information or repeat previous submissions.

The BCAB will continue its review of the consultation record, stakeholder input received to date, and other evidence as it develops its Final Report to the Minister.

Environmental considerations

This notice itself does not change the Building Code or other regulatory requirements. Depending on the subject, potential future changes considered through the review may have environmental implications, including energy and resource conservation, onsite sewage systems and building performance. The BCAB’s approach is to consider burden reduction while maintaining appropriate public-interest and building-performance outcomes and avoiding the transfer of material cost or risk elsewhere in the system.

Analysis of Regulatory Impact

This notice provides information on the BCAB's Interim Report and does not impose new regulatory requirements or initiate a consultation process. No new administrative cost for regulated entities is expected because of this notice.

Potential regulatory, administrative and compliance impacts of any specific future government proposals arising from the review would be assessed separately as options are developed and before decisions are made.

Continued engagement and next steps

The BCAB will continue reviewing the consultation record and conducting its analysis of issues identified through the review process. The BCAB may undertake targeted discussions with stakeholders, technical experts and subject-matter specialists as required to support its work. Any such engagement would be initiated directly by the BCAB where appropriate.

This work may also yield additional preliminary recommendations that the BCAB may wish to share with the Minister for consideration and potential action in advance of the release of the BCAB’s Final Report. If so, such recommendations would likely be publicly communicated, though not necessarily through a standalone ERO posting.

The BCAB is expected to provide its Final Report to the Minister in March 2027. The Final Report is expected to include final recommendations, proposed regulatory changes where appropriate, and implementation considerations, risks and sequencing. Not every matter identified through consultation or in the Interim Report may be sufficiently developed to support a final recommendation within the BCAB’s time-limited mandate.

However, the existing consultation record will continue to inform MMAH policy-making and changes to the Building Code and related instruments going forward.
