Bill 215: Main Street Recovery Act, 2020 made changes to the Municipal Act, 2001 and City of Toronto Act, 2006. It limits municipalities from regulating noise related to the delivery of goods to retail establishments, restaurants including cafes and bars, hotels/motels and goods distribution facilities, except as otherwise authorized by regulation.

The Ministry has decided to amend O. Reg. 45/11 to set out the conditions that are required for mining claimholders to sell the end product of a bulk sample and recover associated costs, without first obtaining the Minister’s permission: a “permit by rule” approach. This will allow previous amendments to the Mining Act to come into force.
We issued an amended Environmental Compliance Approval (air & noise) to Drain Bros. Excavating Limited, which operates a sand and gravel quarry, located at 6830 Highway 7 in the City of Peterborough, Township of Havelock, Belmont and Methuen.
We have amended Regulation 347 to remove requirements for the collection, storage and transportation of hazardous waste generated by COVID-19 antigen testing. The waste is still required to be disposed of at approved biomedical waste disposal site. Recommendations for storage and transportation of the waste will be set out in guidance.
We have amended the Emissions Performance Standards (EPS) and greenhouse gas (GHG) reporting programs to provide voluntary participants with more flexibility to exit the EPS program.
Amended Environmental Compliance Approval No. 3953-C66PU9 was granted to Greycan 8 Properties Limited Partnership, by its general partner Greycan 8 Properties Inc. (“Greycan 8 Properties”), and collectively with Hamilton Airport Lands Limited Partnership, by its general partner 11035380 Canada Inc. for stormwater management works.
