I believe that as currently written, the proposed legislation is unworkable and will fail to achieve its stated goals. In particular, the shift from approval before the fact to enforcement after the fact will require an increase in funding for enforcement agencies. Enforcement of existing regulations is already underfunded and ineffective, and I don’t believe the government has allocated sufficient funding to allow the proposed legislation to be effectively implemented.
