A registration first based approach will result in developers and other projects damaging SAR habitat, or not registering their projects at all. Southern Ontario has already seen a drastic decline in SAR as a result of over development and restricted habitat protections. This approach will allow projects to proceed, with a "address the issue after it's too late" mentality.
Changes to the act may be relevant, but these are not the types of changes that are beneficial. Exemptions should be made for conversation or restoration based work only, not for development projects. Especially in the GTA where expansion has cause irrevocable harm to SAR, and results in the bottle-necking of populations.
Please reconsider this approach and come up with a different solution.
Constant development is not the answer.
