I cannot believe that you think that a company that has only a mining or building project will look at the environment, habitat or the species at risk in the land that they want to develop if they do not have to wait for permits from the Ministry.
If the process is too long then employ more qualified people in the MNRF and Conservation areas so that a project can proceed in a timely way. WOW register first then start to tear down, change the natural landscape before any approval has been given. This really shows that this Conservative Provincial government in Ontario does not understand the reason why there is a Species at Risk Act in place with checks and Balances.
You seem to think that the only thing that is important is the get rich quick philosophy at any cost. Once you destroy an ecosystem, humans cannot recreate it. We are loosing animals and plants everyday and soon we will start loosing human being with this approach that you are proposing.
New projects are needed but they can be done once all species, especially those at risk, in the proposed development area are relocated or you can provide habitat for them nearby. We cannot afford to slash and burn as we have done in the past.
There will be no planet left for future generations, please do not give identification of species at risk up to government officials to decide, keep the scientific well trained people to do this work.
This wording is scary
"Under the new registration system, proponents will be able to get projects started as soon as they have completed their online registration, provided they are following the rules in regulation. This eliminates the step of waiting for the ministry to review and approve permits. We are also committing to investing in upgraded IT systems to support this newly expanded registration regime."

I do not understand that how you can think of passing a law before the upgrades to the system are done, too much devastation will have happened. PLUS no matter what is registered it MUST have an independent body that REVIEWS and approves PERMIT BEFORE any work begins.
