On behalf of the Shawanaga First Nation Species at Risk Department, I am writing to express our deep concern with the proposed Bill 5 and its dangerous implications for Indigenous rights, environmental protection, and the future of Ontario’s biodiversity.

Bill 5 would allow Cabinet to override environmental laws—including the Endangered Species Act (ESA)—without public or Indigenous consultation. This undermines the Crown’s duty to consult with First Nations on decisions that may affect our lands, waters, and the species we rely on. It disregards our inherent rights and responsibilities as stewards of these territories.

We are particularly concerned about the weakening of the ESA, a critical piece of legislation designed to protect Ontario’s most at-risk species. In our work across eastern Georgian Bay, we’ve seen firsthand the alarming decline of species such as Blanding’s turtles, bats, and eastern wolves—many of which are culturally and ecologically vital. Removing science-based protections and accountability measures puts these species at even greater risk.

The proposed changes in Bill 5 erode the ability of communities—both Indigenous and non-Indigenous—to engage meaningfully in environmental decision-making. It sets a dangerous precedent that values short-term development over long-term sustainability and ignores the contributions of Indigenous knowledge to conservation efforts.

We urge your government to withdraw this bill and instead strengthen collaborative, nation-to-nation approaches that uphold Indigenous rights, protect biodiversity, and ensure a livable future for all Ontarians.
