While The Township of Russell does not currently have a formal public transit system, we are a rapidly growing municipality and are actively exploring future mobility solutions, including potential partnerships or transit integration to support our expanding population. We support the intent of the Transit-Oriented Communities (TOC) framework and respectfully request that the regulatory framework be inclusive of smaller or transitional municipalities, recognizing that future TOC opportunities may arise as our community evolves. It is important that any TOC-related agreements or infrastructure investments allow for early engagement with local governments, even if they are not current transit operators.
