I think this is a great idea.
Many American states have implemented similar systems with welcomed success.
The carbon copy validation certificate for the non resident black bear hunters is not user friendly. Often hunters that were not successful, leave very early in the morning without finishing to fill out the information on the form.
Also, the Mercator grid numbering system should be shelved and use townships or gps co-ordinates to identify locations of kills.
Any licensing for non residents that can be done prior to their arrival to their Ontario hunting destination ensures no unexpected problems (ie. forgot proof of hunting accreditation).
