As is well known, a Permit to take Water, or PTTW, can have a broad reaching impact. Of vital importance is the depth of the pond and the level to which the water will be drawn, as this will be the determining factor in the cone of influence of the drawdown. The number of wells that will be impacted in any degree should be identified, the pre-water-taking levels of all wells within the cone of influence should be recorded, as well as the current water quality and chemical constituents. The proponent should be required to establish, in advance, a mitigation plan for any impacts, at their cost, and execute such plan to remedy any impacts should they occur, before any further water taking.
