The openness of this proposal’s limits are sickening. 50 birds per day with no holding limit? Basically opens an unenforceable cull... on a pesky bird ... but also nowhere is there empirical evidence to support the cull. Fisheries and landowners are complaining? Do your jobs and collect substantive evidence and set enforceable standards or drop this farce of a proposal and go back to supporting sustainable nature management practices.
